Brain Tel is Pakistan's First SIP Based phone service provider, but offers service in the city of Lahore Only, as their licence does not allow them to sell outside their city.
The service comes with no online interface, how ever gets you voice mail, and you have to fax forms in order to pay via credit card. You also must produce a local Pakistani National ID card, in order to get the service.

However the price is the CHEAPEST possible in Pakistan for a SIP service which is 150 Rupees or 2.5$ a month for unlimited incoming on 2 channels, and .70 rs a min out going.
